So just what are workforce and affordable housing and what's the difference?

So what is workforce housing?

Under Marathon regulations, workforce housing is built by businesses for their employees. The units must be 375 square feet to 1,800 square feet. Seventy percent of the resident's income has to be made in Monroe County. Such units are not allowed to be vacation rentals and not allowed to be sold as condos.

What is affordable housing?

Units must be 1,800 square feet or less. Occupants must fall within income requirements related to Monroe County's median income based on the number of people in a household. The numbers are set by the U.S. Department of Housing and Urban Development. Following are the income guidelines based on HUD's 2015 numbers:

  • Very low income is 50 percent of the county median income. For a one-person household, the annual household income cannot be more than $30,600. Rent for a one-person unit designated for the very low income cannot be more than $765 monthly. For a two-person household to meet the very-low-income designation, the annual income must be $34,950 or less. Rent for a two-person household designated as very low income cannot be more than $873.75.



  • Low income is 80 percent of the county median income. For a one-person household to meet this, the annual household income cannot be more than $48,900. Rent for a one-person housing unit designated for the low income cannot be more than $1,222.50. For a two-person household to meet the low-income designation, the annual income must be $55,850 or less. Rent for a two-person household designated as low income cannot be more than $1,396.25.



  • Median income is the average annual income a household in Monroe County takes in. For a one-person household to be median county income, the annual household income cannot be more than $61,125. Rent for a one-person housing unit designated as median income cannot be more than $1,528.13. For a two-person household to meet the median income designation, the annual income must be $69,812.50 or less. Rent for a two-person household designated as median income cannot be more than $1,745.31.



  • Moderate income is 120 percent of the county median income. For a one-person household to meet this, the annual household income cannot be more than $73,350. Rent for a one-person unit in this designation cannot be more than $1,833.75. For a two-person household to meet the moderate income designation, the annual income must be $83,775 or less. Rent for a two-person household designated as moderate income cannot be more than $2,094.38.

For workforce housing, businesses can transfer building rights to the affordable category for someone else to use. In exchange, they would have to give $20,000 to the city for housing purposes.
