Key Wester accused of sexually assaulting minor

A 61-year-old Key West man was charged Tuesday with three felonies alleging he sexually assaulted a minor boy.

Luis Proenza Lopez, who lives on Josephine Street and lists his occupation as a fisherman and labor, is jailed on $150,000 bond. He's charged with sexual battery, lewd or lascivious battery and lewd and lascivious battery.

According to a report from police officer Daniel Blanco, Proenza Lopez is accused of pulling his shorts down and having the minor perform oral sex at the apartment complex where they both live. While being interviewed by detectives, the boy was "crying and in obvious distress."

According to Blanco's report, the boy told officers he encountered Proenza Lopez in the stairwell after the boy went inside to get his swimming shorts. The report says Proenza Lopez took off his pants and started touching himself, telling the boy to touch his genitals. The boy told Blanco he didn't want to but did a "little bit," Blanco's report says.

During an interview with Detective Tiffini Peters, the boy said Proenza Lopez also pulled down his (the boy's) shorts and placed his mouth on his genitals.

The report says Proenza Lopez left when the boy heard his mom calling him. The mother, who notified police, told detectives she saw the minor in the middle of the stairwell and saw someone walking away from him. That apparently was Proenza Lopez.

According to Blanco's report, the boy told officers Proenza Lopez would offer to buy him things in the past if he would touch him. The boy also said Proenza Lopez once came into his apartment and touched him while he was alone and his mom was in Miami.

In 2002, Proenza Lopez was charged with possessing more than 28 grams but less than 150 kilograms of cocaine. He was acquitted the following year.
