Affordable housing crisis? Will someone please explain.

With the Keys housing crisis, why are they building more and more vacation rentals and no affordable housing? I understood that there was supposed to be a cap on vacation rentals and we have already exceeded that. Is there anyone overseeing that? I just heard that they will be tearing down an apartment building on 23rd Street to build more houses.

It's off-season now and almost every business in town is looking for employees. Everyone is moving out because they can't afford the rents here. When most of your service industry workers make less than $500 a week, who can afford rents of upward of $2,000 plus a month.?

In Marathon's published affordable housing study, they stated that we "lost" some of our affordable housing and couldn't explain where it went when they are turning apartments into vacation rentals and selling out the mobile home parks. Duh. Would someone please explain the reasoning behind this other than greed?
